One way of dividing this up would be by medium: painting, music, photography, sculpture, literature, film, decoupage.
There’s also context: magazine, broadcast TV, the Internet, book, art gallery. The use of BY-SA photographs as magazine article illustrations is one of the most common surprises for people (the article doesn’t have to be made BY-SA).
The law and therefore how the licences work varies from country to country, so it’s important to reflect this. Moral rights work differentlin different jurisdictions for example.
Is there a better way of organizing this? How would you like to organize or find information about licenses?

one idea might be for the artist to goto a site & create a CC license (with their country)
Rather than providing the code (that the license on the CC site does) the site would provide information that would let the artists know the different effects from the many different points of view.

With a site similar to the one described above it might be possible for anyone to add an effect and then rate each effect (a community within the site might develop from all sides). The artist that had a good/bad/not sure effect from CC could leave a comment. The site could be automatic and build itself.
